About The California Retailers Association
The California Retailers Association (CRA) is a statewide trade association representing all segments of the retail industry, from large national chains to small independent businesses. Through its advocacy and education efforts, CRA works to ensure a vibrant, competitive, and responsible retail sector across the state.
Overview of EPR Laws in California
California has been at the forefront of implementing Extended Producer Responsibility (EPR) laws, which shift the responsibility of managing a product’s lifecycle—from design to disposal—to the producers. This approach aims to reduce environmental impacts and promote sustainable product design.
One of the most significant EPR laws in California is Senate Bill 54 (SB 54), also known as the Plastic Pollution Prevention and Packaging Producer Responsibility Act. Signed into law in 2022, SB 54 mandates that producers play a larger role in managing the end-of-life of the materials they put on to the market.
In addition to packaging, California has expanded EPR to other product categories. Senate Bill 707 (SB 707), the Responsible Textile Recovery Act of 2024, introduces the nation’s first EPR framework for textiles. This law requires producers of apparel and textiles to establish Producer Responsibility Organizations (PROs) responsible for the collection, repair, reuse, and recycling of their products, with full implementation expected by 2030.
These EPR initiatives are administered by CalRecycle, California’s Department of Resources Recycling and Recovery, which oversees the development and enforcement of regulations to ensure compliance and progress toward the state’s sustainability goals.
